NVCOG launches regional 'Protect' vulnerability assessment for local bridges, culverts and low-lying roads

NVCOG staff announced the kickoff of a regional vulnerability and risk assessment — dubbed the 'Protect' project — to identify locally owned bridges, culverts and low-lying roads vulnerable to severe-weather flooding and similar hazards.
Staff said NVCOG executed an agreement with consultant ICF Incorporated and held a March 24 kickoff. The 20-month project will first ask municipalities to identify assets they consider vulnerable; that list will form an initial review and assessment. NVCOG staff said the effort focuses on locally owned infrastructure that the state-level assessment does not examine in detail and that prioritized local projects could become eligible for federal rehabilitation or replacement funding.
The project schedule is roughly 20 months from initiation; staff said they will contact municipal public-works directors, town engineers and emergency-management directors to collect local information and will follow up as the assessment produces priority project lists. NVCOG staff asked municipalities to provide local knowledge to seed the engineering review and noted the project’s emphasis on severe-weather events (such as the August 2024 flooding) and the need for up-to-date local hazard mapping in some places.
NVCOG will report progress to TTAC and make the Protect project a recurring agenda item.
