NVCOG committee approves several project allocations, on-call engineering list and design-phase work

NVCOG’s technical advisory committee approved multiple project and program items, including a cost increase for a Plymouth intersection relocation project, inclusion of a Beacon Falls downtown rehabilitation project, and a recommended on-call engineering services list.
Staff reported the Plymouth intersection (Matthew Street / Judge Road / East) aims to simplify a complex multi-leg intersection, including grading work, and is in preliminary design. The new project estimate presented to the committee was $3.1 million (previously around $1.7M); a motion to approve the additional allocation was made, seconded and approved.
The Beacon Falls North and South Main Street reconstruction was presented as a roughly 1-mile complete-streets project with a $15.1 million estimate. Staff said the town has incorporated complete-streets elements and that construction is not expected until about 2028–29. The committee voted to include the project in the program.
On the on-call engineering services procurement, staff described a competitive RFQ process that yielded 23 responses and a recommended list of 15 firms. Committee members asked to see the scoring rubric and scores; staff agreed to share the rubric results for transparency. The committee moved and recommended the on-call engineering list to the NVCOG board for approval.
For projects that later exceed previously approved costs by more than 20%, staff said those projects must return to TTAC and the board for reapproval. Several members asked about municipal mechanisms to use pre-approved consultants; staff said towns can negotiate pricing with firms on the approved list rather than re-running a full qualification process.
