Staff recommended directing $150,000 to continued renovations at the Reader Ranch property, $50,000 to the city’s code enforcement program, $29,000 to graffiti abatement and $8,269 to continue operation of the Golden Express senior transportation program. Staff said no outside agencies requested funds from Montclair’s allocation this year and that these uses mirror past allocations, with public‑services funds historically used for graffiti abatement and senior transportation.
During council discussion a member noted the city still owes Reader Ranch approximately $500,000 from a prior commitment that was diverted to alleyway improvements; staff confirmed the $150,000 recommended in FY 2627 would not reduce the outstanding $500,000 obligation. The council moved and adopted the prioritization by electronic vote; the chair announced the motion was adopted 5‑0.
The council asked the city manager to provide an updated report on total legal costs related to other items discussed at a future meeting and then proceeded to later agenda items.
