Putnam County Commission approves routine orders, issues several payment checks and makes administrative appointments

The Putnam County Commission conducted routine business including approval of registers, prior meeting minutes, personnel and payroll orders and bills by unanimous voice votes.
Among formal actions recorded, the commission approved fiduciary orders including an order removing the administrator of the estate of Dorsal Howard Cobb Jr. after the administrator failed to file an annual accounting by the November 7, 2025 deadline; the commission agreed the sheriff should be appointed over the estate if the accounting was not filed.
The commission issued multiple payment orders across several funds: small veterinary payments from the dog fund, a $3,245 check from the water and sewer fund to Terodon Corporation for engineering services on a water feasibility report update, a $3,660 equipment payment to Carolina Recording Systems for recorder upgrade costs (9107 fund), $3,600 to Randolph Engineering from the lease land preservation fund for services on the Putnam County Gun Club property, and $3,678.75 to Pesta Associates from the TIF fund for engineering and surveying on the Valley Park drainage project. The clerk presented motions and all were approved by voice vote.
Separately, after reviewing bids and contractor licensing, the commission issued a notice of award for the Kuster Ridge waterline extension to the next-low bidder (transcript spelling varied between Chinaki/Shinaki Construction) and authorized the commission president to sign necessary documents. Staff said the lowest bidder lacked the required contractor’s license.
Finally, the commission reappointed Commissioner Skidmore as president and appointed Brian Ellis as temporary president earlier in the meeting when the city manager recused himself. Several items including two Hurricane annexation petitions were tabled for additional review.
