Council updates purchasing thresholds and allows electronic bids to speed mid-range procurements

Council considered Ordinance No. 1312, which updates the city’s purchasing policy to reflect inflation and operational needs. The ordinance as presented would increase thresholds for city manager approvals and would require written sealed bids for higher-value purchases while allowing telephone or electronic bids for mid-range purchases (the staff packet described ranges and the city attorney/staff said the numbers were a working draft that could be adjusted).

Staff explained the sealed-bid process remains required for large public-construction contracts, but the proposed change would permit documented telephone or electronic solicitations (minimum three responses when feasible) for purchases between the manager-approval limit and the sealed-bid threshold to reduce delay and administrative burden.

Council members debated oversight and transparency. One councilmember noted that items approved by the city manager would still appear on council claims lists for review; staff said telephone/electronic bids would be documented and accessible for audit. Several councilmembers asked staff to consider a lower threshold or stronger documentation requirements; the council ultimately approved the amended language and also voted to explicitly include telephone or electronic bids in the ordinance language.

The vote to adopt the updated procurement language passed on roll call; staff will bring the ordinance forward in final form and return with recommended documentation procedures to ensure public transparency.
