Commission extends NRP interlocal agreement and adopts charter resolution changing redemption process

The Atchison County commissioners approved two legal measures: a resolution extending the county's participation in the Neighborhood Revitalization Plan (NRP) interlocal agreement through April 30, 2026, and a charter resolution modifying the county's property-redemption procedure following tax-foreclosure sale.

County counselor Mr. Van Parish told the commission the NRP extension is intended to prevent any lapse between the current plan and the effective date of a new plan. The commission adopted the extension by voice vote; staff referenced the adopted file number as 1562 upon adoption.

Mr. Van Parish also presented a charter resolution altering the county's internal process for redeeming properties after a tax-foreclosure sale, changing from one delinquent-year preference to an alternative specified in the resolution. He explained that charter resolutions require a three-quarters governing-body vote and must be published twice in the county's official newspaper; a valid protest petition signed by at least 2% of registered voters within 60 days of final publication would trigger an election and prevent the charter resolution from taking effect. Commissioners voted to adopt the charter resolution (filed as 1563).
