The Brookfield Plan Commission on April 13 recommended that the Common Council approve a plan and method of operation for Reserve 2, a proposed mixed-use, multi-family redevelopment at 450 N. Sunny Slope Road.
Director of Community Development Dan Ertl summarized staff’s recommendation for a new development agreement and a temporary limited easement to permit construction of what staff’s recommendation describes as a 207-unit building (applicant materials provided in the record described 205 residential units as part of the proposal). The 6.319-acre site lies within the Bishop’s Woods Targeted Investment Area and is designated in the City of Brookfield 2050 Comprehensive Plan for higher-density mixed use.
The proposal includes residential amenities, two live-work units, approximately 3,000 square feet of public co‑working office space, underground parking and surface stalls (328 total parking spaces noted in staff materials), and four retaining walls greater than five feet in height to preserve tree buffers and respond to existing site topography. Staff reported that a traffic assessment by raSmith estimated an overall increase of about 65 weekday vehicle trips relative to current site use and that a full Traffic Impact Analysis was not required because the proposal does not increase peak‑hour traffic by 100 vehicles or more.
Alderman Mike Hallquist said he appreciated the pedestrian connectivity in the site design. Alderman Rick Owen and Alderman Gary Mahkorn commented on prior reviews and supported the proposal. The Plan Commission approved the recommendation and authorized the mayor to execute the development agreement, subject to the conditions listed in the staff report (technical engineering and permitting items, fire prevention and life-safety compliance, lighting and signage review, retaining wall permitting, and time limits on plan approval).
The Plan Commission’s action is a recommendation that requires Common Council action before final approvals and permits are issued.
