County eases buyer rules for Creating Affordable Homes program

The Board approved Grant Amendment #2 on March 25 to alter eligibility rules for the Creating Affordable Homes program administered by the Clark County Land Reutilization Corporation.
The amendment removes requirements that purchasers be current Clark County residents, mandates to use licensed realtors or conventional mortgages, and second‑mortgage requirements. Kara Vanzant of the Community and Economic Development Department told commissioners the changes were intended to "make it easier for the purchaser to buy the home" and that the homes are manufactured units permanently sited and built by Clayton Homes of Bellefontaine.
Commission President Sasha Rittenhouse asked for a future presentation on the program; staff said they would provide one. Commissioners approved the amendment unanimously (Resolution 2026‑0237) and authorized the County Administrator to execute the amendment and related documents.
