Clark County approves $56,406 Citrix renewal after VPN migration delay

The Board of Clark County Commissioners on Jan. 14 authorized a one‑year Citrix licensing renewal with CDW Government/Arrow Electronics for $56,406.25 to maintain the county’s private‑cloud Citrix environment while a planned migration to a VPN is completed.
Sheriff Chris Clark told the board the department intended to move dispatch and other services off Citrix and onto a VPN; the original plan was to finish the migration by the end of January. Clark said the city’s timeline slipped to the end of February after the city needed to resolve technical problems, and the county did not find a renewal‑deadline email until Jan. 12. "They only need 30 to 60 days of Citrix service to get the switch completed to VPN, but CDW will only contract for a year," Clark said, explaining the timeline mismatch and vendor constraint.
County Administrator Jennifer Hutchinson told the board the renewal was not budgeted and the expense will be covered from the general contingency fund. Commissioner Sasha L. Rittenhouse said she was frustrated the renewal had been missed but supported the expenditure because of officer safety concerns: "When it comes to officer safety, the county has to do it." Commissioner Charles A. Patterson said he agreed on officer safety.
The board moved and approved Resolution 2026-0042 to contract with CDW Government, LLC (Arrow Electronics) for Citrix licensing renewal effective Jan. 19, 2026 through Jan. 18, 2027. The motion passed unanimously.
The sheriff’s office and county IT staff said the county will continue working with the city and contracted vendors to complete the VPN migration and avoid similar unbudgeted licensing costs in future budget years.
