The Alliance City Council unanimously approved several measures at its Feb. 2, 2026 regular meeting to support housing infill, infrastructure repairs and wastewater work.
Council voted to transfer multiple Stark County auditor parcels to the Greater Alliance Development Corporation to enable single‑family residential development and to waive city water/sewer and permit fees for Build Ohio Acquisition & Holding Company, LLC (Ordinances 006‑26 and 007‑26). The council also authorized an appropriation of $100,000 from the HUD fund for Build Ohio construction (Ordinance 008‑26).
The council accepted two Urban Development Action Grant (UDAG) loan agreements: a $175,000 loan to Dudbites Downtown, LLC (Ordinance 013‑26) intended to renovate the former cheesecake building for a pizza shop and catering kitchen, and a $620,173.45 loan to Trad Investments, LLC and Ballher, LTD (Ordinance 014‑26) for redevelopment tied to the Fastenal building. Council discussion noted both loans went through the UDAG committee prior to the meeting.
Council also approved several public‑works and wastewater items: a contract for Arcadis to provide stream mitigation monitoring related to Wastewater Treatment Plant improvements (Ordinance 015‑26) at a cost not to exceed $33,429; authorization for a blower control cabinet at the wastewater plant (Ordinance 016‑26), and authorization to advertise for bids and enter contracts for upgrading and replacing traffic signals along US 62/East State Street at a cost not to exceed $750,000 (Ordinance 017‑26). During earlier remarks Dreger said some project costs would rely on grants (ODOT 80/20; Public Works 45/55) and that $230,000 is already budgeted toward the project.
The council adopted Resolution 018‑26 establishing weather‑emergency pay for city employees. Every roll call on adopted measures was unanimous; seven members were present at roll call (Bugara, Cherry, Edwards, Kiko, King, Dr. Lohnes and Mastroianni).

Council did not take action on Resolution 004‑26 (sale of city personal property by internet auction) during the meeting. Several ordinances were passed under suspension of rules and waived through Finance as noted in the meeting minutes.
Next steps: affected projects will move to procurement or contract phases as authorized; the traffic‑signal project will be advertised for bids. Where grants were cited, staff indicated some costs will be reimbursed according to grant match rules.
