Alliance City Council establishes Community Improvement Fund, approves replats and fair-housing contract

The Alliance City Council on Dec. 1 adopted a package of administrative and land-use actions, including creation of a donor-funded Community Improvement Fund and approvals for several property replats and a fair-housing contract.
Auditor Knowles asked Council to adopt Resolution 072-25 to establish a Community Improvement Fund, emphasizing that “no City funds will be used. They are donations.” Council unanimously suspended the rules and adopted the resolution after brief questions about the funding source and storage of holiday decorations; Knowles said the exhibit detailing funding was attached to the resolution. Council did not specify additional appropriation details during the meeting.
Council also approved Ordinance 064-25, accepting a replat of Lots 9828–9830 at 1303 Electric Boulevard (roll call unanimous). Ordinance 070-25, authorizing the Safety-Service Director to contract with the Stark County Regional Planning Commission to provide Fair Housing services to the city, was adopted by unanimous roll call. Ordinance 057-25, to vacate part of a 10-foot east–west alley bounded by specified lots and Haines Avenue, was adopted after a public hearing at which no one spoke.
Ordinance 065-25 (replat on Hedgewood Avenue) was held for further questions; Ordinance 073-25 (replat at 763 West Harrison Street) was referred to the Planning Commission. The meeting record shows the votes on adopted measures were taken by roll call and recorded as unanimous unless otherwise noted.
The council also approved mayoral commission appointments earlier in the meeting; that approval passed with Councilman Phillip Mastroianni recorded as abstaining. The council moved into executive session later in the evening on property and personnel matters and returned with no action taken before adjournment at 7:50 p.m.
Next steps: the replat referred to the Planning Commission will be considered by that body; staff or sponsors must supply exhibits or funding details for the newly established Community Improvement Fund before any expenditure.
