Staff said the accessory-structure amendment to section 50146 would allow detached garages, carports and similar structures in side yards rather than limiting them to backyards. The commission also approved an ADU rule that requires any accessory dwelling unit to meet the lot’s established setbacks — for example, a 35‑foot rear setback must also apply to an ADU — a change staff said conforms with a state recommendation that communities allow at least one ADU.
Commissioners adopted the staff recommendations by roll-call votes with all members present voting in favor. “We currently have an ordinance that deals with accessory structures,” a staff presenter said, explaining the changes and noting consultation with code enforcement and the city manager.
The changes allow more flexible placement of small accessory buildings on residential lots while keeping ADUs subject to the same setback protections used for primary dwellings. The commission’s action updates local zoning rules to reflect recent state guidance on ADUs.
The ordinance revisions take effect according to the city’s standard enactment process; no implementation schedule or effective date beyond adoption was specified at the meeting.
