Lee County Board approves several zoning and land-use measures, holds one building-code amendment
Summary
The board approved a special use permit, an accessory-dwelling ordinance and a decommissioning bond for a solar project, passed an energy-storage moratorium, reappointed a fire district trustee, and held a building-code text amendment over to April.
At its March meeting the Lee County Board took a series of formal actions on zoning, land-use and administrative matters.
Petition 25P1659: The board approved a special use permit for petitioner Todd Frankie (25P1659) to operate a snow removal and paving business from his home property after a favorable recommendation from the zoning hearing officer. Mr. Kitson moved to approve and Mr. Gascoin seconded; the motion carried by voice vote.
Petition 25 PC83: A proposed text amendment to Title 9 to adopt building codes by reference in unincorporated Lee County (25 PC83) was introduced and then held over until April after board members amended the motion to postpone. Mr. Wilson moved to hold it over through April; Mr. Fel seconded.
Petition 25 PC84: The board approved an ordinance amending Title 10 (chapters 1, 4, 5 and 9) to allow accessory dwelling units in A1, R1 and R2 zoning districts (25 PC84). Mr. Wilson moved; Miss Naylor seconded; the motion carried.
Energy storage moratorium: The board approved a resolution placing a moratorium on energy-storage projects until the state issues implementing regulations under Public Act 104-0458. The board said the moratorium will remain in effect while the public hearing process for local standards proceeds.
Meadow Solar decommissioning financial assurance: The board approved an alternate financial assurance— a security bond— for Meadow Solar Project decommissioning. Under the project’s ordinance, the decommissioning estimate is secured at 150% of the cost estimate; Mr. Fel moved and Mr. Lai seconded.
Appointment: The board approved a resolution reappointing William Ogan to the Ohio Fire Protection District Board of Trustees.
Routine approvals: The board also approved county officer reports, the quarterly treasury report, monthly revenue/claims/payroll reports and board member mileage/per diem; the financial items were confirmed by roll call with members present voting in favor.
All actions and motions were recorded in the meeting minutes; where votes were taken by voice, the clerk recorded the motion as carried.
