Commissioners approve infrastructure projects, annexations and multiple contracts

The Franklin County Board of Commissioners approved a range of infrastructure and procurement items during its March general session.
Highlights: The auditor presented and the board adopted resolution 11626, a $94,475 contract with Walpert to enhance the county’s GIS building-outline dataset for appraisal and mapping purposes. County engineering staff described transportation and drainage projects: resolution 11726 declared necessary the State Route 161/Linworth Road intersection improvements (lane work and pedestrian/shared-use path additions), while resolutions 11826 and 11926 addressed compensation for Plum Run drainage improvements on Zuber Road (negotiated payment of $8,489 and a separate parcel for which eminent-domain proceedings will commence with a deposit of appraised value of $8,131). Resolution 12026 authorized compensation for property in a planned roundabout at Walnut Street and New Albany–Condent Road.
Public-safety and IT procurement included a first contract modification with Motorola Solutions for additional CAD and mobile system scope totaling $161,354.11 (resolution 12326). The board also approved multiple annexation petitions (resolutions 12726 and 12826), dozens of purchase orders across county agencies consolidated in several procurement resolutions, and appointment of James Leiser to the Franklin County Planning Commission (resolution 14226).
Voting: Most procurement and infrastructure resolutions passed unanimously; a small number of purchase/order resolutions recorded Commissioner Boyce’s abstention on specified items as noted in the meeting record.
Next steps: Staff will execute contracts, deposit appraised funds where required and proceed with the statutory steps for right-of-way acquisition and annexation filings, as laid out in the individual resolutions and statutory citations presented to the board.
