Cheney resident urges UGA adjustment to include long-sought parcel

Bonnie Baker, who identified herself as a Cheney resident, told the Steering Committee she supports Cheney’s desire to adjust its urban growth boundary to include a parcel her group has pursued for inclusion since about 2019.
Baker told the committee her group seeks an adjustment, "not to expand," and said Cheney’s remaining developable land is constrained by the railroad, making the parcel important for accommodating growth. She said both city and county planning commissions have reviewed the proposal and that the project team has been preparing a neighborhood‑scale development plan.
County staff later summarized the EIS schedule: transportation modeling is anticipated to finish in April, and staff expect to publish a draft EIS for public comment by late April/May. Staff noted the study-area map used for UGA consideration remains posted online and that no new parcels can be added prior to completion of the analysis.
The committee did not take formal action on the Cheney request during this meeting; public comment was received and staff indicated the UGA study and EIS process would provide additional public‑comment opportunities as it advances.
