Clay County reappoints members to Developmental Disabilities Resource Board amid residency and statutory compliance discussion

Rick White, chair of the DDRB, told the commission the three nominees chair key committees (finance, properties and services) and collectively contribute substantial volunteer time — he estimated roughly 500 hours per year from the three members — to administering developmental‑disability services funded and overseen by the board. He asked commissioners to reappoint the members to preserve continuity of expertise and stewardship.
Commissioners asked questions about statutory residency and representation. County counsel pointed to Missouri statute 205.970, which allows boards of this type to include up to two non‑county residents and requires at least two board members to be related within the third degree to an individual with a developmental disability. DDRB representatives said the board currently meets those statutory requirements and that the nominees include members with close ties to county residents receiving services.
Commissioner Johnson moved for approval; the motion passed unanimously. Commissioners thanked board members for volunteer service and noted the county’s plan to invite boards that manage substantial public funds to periodically present stewardship reports to the commission.
What’s next: Reappointed members were scheduled to appear before the commission in May as part of the county’s plan to receive periodic reports from boards and commissions that oversee significant county funds.
