Bale Engineering reports Roxanna waterline 81.6% complete; multiple county projects move toward permits and bids

A representative of Bale Engineering told the Letcher County Water and Sewer District at its March 19 meeting that work on the Federal Bureau of Prisons Roxanna waterline is on track after a contractor-requested 90‑day time extension.
The engineer said construction began April 1 and crews have installed about 16,800 feet of 8‑inch ductile pipe, 3,300 feet of 10‑inch polyethylene and 7,400 feet of 4‑inch ductile. He said the contractor requested the extension because of delays related to CSX, a now‑resolved easement and recent inclement weather; with the extension the adjusted completion date would move to June 15. "Considering that time in extension that brings 80% of the new contract time has now elapsed and 81.6% of the work has been completed," the Bale Engineering representative said.
The engineer also reported recent construction milestones: a completed 16‑inch CSX railroad bore, a bore at Kentucky 2036 at Roxanna and a 10‑inch bore under Kentucky 588. Remaining work includes a river directional drill, PRB installation at Premium Baptist Church, tie‑ins and system testing. The meeting packet included pay items; the rep said BP Pipeline submitted pay request number 11, with the amount recorded in the meeting transcript as $242,2201 (the extra trailing digit appears to be a transcription error).
Beyond Roxanna, Bale Engineering said it has received KYTC permits for Millstone phase two and Vision Water approval; remaining Rural Development checklist items are being completed so the project can be advertised for bid. At Star Trek Creek, design and a KYTC permit are complete, the property owner signed a release allowing benching and clearing, and benching and clearing were scheduled for the first and second weeks of April with geotechnical investigation planned April 20–22.
Other updates included Loggy Hollow zone‑meter replacement design and Division of Water submittal, early work and constructibility planning for Cumberland River phase one, and design completion for Cumberland phase 4 with coordination underway for a tank site. For Millstone sanitary sewer work, Bale said it is preparing a no‑discharge permit and a closure plan for decommissioning the Pete Moss system.
The engineer closed by listing the construction and engineering billings for the month and inviting questions from the board. No formal vote was taken on the project reports themselves; the board moved later in the meeting to approve related pay requests for Bell Engineering construction projects, a separate agenda item the board voted to carry.
