Lyon County planner details Temporary Use Permit for Greenlink storage yard in Stagecoach

Gavin Henderson of the Lyon County Community Development Department told the Stagecoach Advisory Board on April 1 that Lyon County has approved a Temporary Use Permit allowing T&D Power (an NV Energy contractor) to establish a temporary material storage yard on two parcels formerly part of the Dayton Turf Farm (APNs 015371-05 and 015371-07) to support the Greenlink Project.

Henderson said the permit is effective for two years with an option for one additional year. Primary access to the storage yard will be via Blackhawk Road. The county requires the contractor to execute a Road Maintenance Agreement with the Lyon County Roads Department; that agreement will obligate the contractor to maintain the road in good condition during the temporary use and to meet any improvement requirements after the use has ceased. The permit also includes conditions addressing noise limits, dust mitigation, fencing and screening, site security and hours of operation.

Henderson told the board the applicant must attend a meeting of the Stagecoach Citizen Advisory Board before commencing any on-site activities and must report to the board every six months throughout the project to provide status updates. The presentation noted the site parcels by assessor’s parcel numbers but did not provide construction start dates.

The Temporary Use Permit applies to the storage-yard use only; Henderson did not describe any county land-use actions beyond the permit conditions and reporting requirements. Residents and board members will receive six-month status updates as a condition of the permit, and the Road Maintenance Agreement is required before on-site activity begins.
