HART launches 2027 Transit Development Plan outreach; TPO previews draft two-year work program

HART staff and TPO staff used the March 11 meeting to preview near-term planning and outreach activity. Jesus Peraza Garcia of HART introduced the major update to the Transit Development Plan (TDP), required by FDOT and due in March 2027, describing it as "a multiyear operating and financial plan for a transit agency." He said HART launched a five-week public engagement effort in March that includes an online survey (HARTVisionPlan.com) and 10 vision workshops across the county; staff will report outreach findings to the TPO board in August and seek final HART board approval in November.

TPO staffer Sarah Caper presented the draft Unified Planning Work Program (UPWP) for July 1, 2026 ' June 30, 2028, describing the UPWP as the TPO's two-year planning budget that documents tasks such as system and corridor planning, safety planning, long-range plan work and public participation. Caper outlined anticipated funding sources (Consolidated Planning Grant, SU funds, commission allocations), noted de-obligated funds from FY26 will be reconciled next month, and emphasized that the board asked for project sponsors in the call-for-projects to avoid studies remaining on a shelf.

Board members were invited to participate in outreach and to distribute flyers (English and Spanish) to constituencies. No motions were required for status items; HART and TPO will return with outreach results and the UPWP for formal action in upcoming meetings.
