County board authorizes settlements and participation in opioid and insulin litigation

On March 17, 2026 the Arlington County Board approved three legal actions related to litigation and settlements.

First, the board authorized, in a form approved by the county attorney, a settlement in the matter of Abraham Paul v. Osorio (E.D. Va.), and authorized the county attorney to execute documents necessary to effectuate that settlement.

Second, the board authorized the county’s participation in a proposed settlement of opioid-related claims against several wholesalers and related entities (listed in the motion) and directed the county attorney and outside counsel to execute documents necessary to effectuate the county’s participation, including required releases of claims.

Third, the board voted to elect to waive certain rights in MDL No. 3080 (insulin pricing litigation) pending in the U.S. District Court for the District of New Jersey and authorized the county attorney and outside counsel to take steps necessary to effectuate that waiver.

All three motions were moved, seconded and approved unanimously. County staff and the county attorney did not provide settlement amounts or further confidential details on the public record at the meeting; the motions delegated authority to finalize and execute settlement paperwork to the county attorney and outside counsel.
