The Arlington County Board received an update on a planned independent research effort to examine the board’s structure and performance on March 17, 2026.
Board members Susan Cunningham and Julius JD Spain, Senior reported that the board had agreed on a six-month plan to analyze structure and performance. The county attorney is completing legal and historical research and the board is preparing a scope of work and procurement for an external, nonpartisan institutional research partner to provide background analysis and context rather than recommendations at this stage.
County staff told the board that funding sufficient to support the research has been identified and that the effort will proceed under the county’s purchasing and ethics rules. The board signaled it intends to use a memorandum of understanding with the selected institutional partner and to avoid conflicts or overlap with other ongoing internal work.
Members noted the importance of keeping the process bounded, public and nonpartisan and invited recommendations from the public and potential partner institutions for consideration during procurement. Staff said further details will be shared at appropriate points once agreements are finalized.
