Hillyard awards sewer cleaning contract and hires CDM Smith for SEOM program support

Hillyard City Council on March 9 authorized two measures intended to advance the city's sanitary sewer capacity management, operation and maintenance (SEOM) work.
Resolution 26-R25 awards the 2026 sanitary sewer cleaning and CCTV contract to Insight Pipe Contracting LLC. Staff said the project includes roughly 15,000 feet of sanitary sewer cleaning along Davidson Road and additional televising of nearby storm sewer; the engineer’s estimate was $118,400 and the low bid about $121,953. Staff recommended awarding the contract with a 10% contingency for a not-to-exceed amount of $134,150. Council asked about reference checks for a low bidder; staff said Insight Pipe has worked for the city before and that standard reference checks occur if the company were new.
Resolution 26-R26 authorized a professional services agreement with CDM Smith for continuing SEOM support, including Ohio EPA reporting and sewer modeling. Staff described CDM Smith as a repeat, qualified consultant; the proposed 2026 amount is $150,000 and the agreement may be renewed up to four additional years subject to appropriation and satisfactory performance. Both measures passed on unanimous roll-call votes.
Staff emphasized the SEOM program's value for informing the annual sanitary rehabilitation program and long-range sewer planning.
