Willard council approves finance report, hears service notices and staffing changes

At its Oct. 20 meeting the Willard City Council approved the Finance Director's September report and minutes, heard City Manager notices about hydrant flushing, a temporary internet outage for equipment upgrades, Kiddie Land progress and the Park and Recreation Director's planned Jan. 31, 2026 retirement, and set a Nov. 3 work session on water rates and EMS billing.
The Willard City Council approved the minutes from Oct. 6, 2025, and the Finance Director’s September financial reports during the Oct. 20 regular meeting.
Olson moved and Danhoff seconded to approve the minutes; the motion passed with councilmembers Babcock, Danhoff, Daniel, McKenzie, Olson and Sattig voting yea. Later, after the Finance Director presented the September packet (monthly cash reconciliation, pooled cash report, fund balance report, treasurer’s report, budget report and income tax receipt summary), Olson moved and Danhoff seconded approval; the same six members voted yea and the motion carried.
City Manager notices and operational updates followed. The manager thanked the community for turnout at Goods in the Woods, announced a Second Harvest food giveaway at the park from 3:00–4:30 p.m. tomorrow, and said an equipment upgrade at City Hall scheduled for the coming Wednesday will interrupt internet and phone services and prevent payment processing for that day; 911 services will not be affected. Hydrant flushing will begin Oct. 27 with valve turning; residents were asked to avoid running laundry during flushing in their area. The manager said leaf pickup has not started but will be monitored.
Kiddie Land is open but still needs benches, tables and final fence work; the manager thanked volunteers and noted some finishing work remains. The Park and Recreation Director is retiring Jan. 31, 2026; the city is accepting applications for the position. The 38th Annual Christmas Parade is scheduled for Nov. 21, 2025, with online or phone registration.
Public-works updates noted recent concrete pours, water-main repairs and assistance with Goods in the Woods. Attica Lumber is expected to begin work on the Fratta Shelter; Spring Street paving was delayed but expected soon; the U.S. 224 sidewalk project is nearly complete. Councilmembers praised the Maintenance and Finance departments. Council set a work session for Nov. 3, 2025 at 6:15 p.m. to discuss water rates, budget questions and EMS billing. The meeting adjourned on a unanimous voice vote.
