Berkeley County approves Facilities Department restructure, names Eli Quenzel director

The Berkeley County Commission on April 30 approved a reorganization that places Facilities, Custodial, Vehicle Upfitting and Premise Security under a single director and named Eli Quenzel to the post effective May 1, 2026.
Deputy County Administrator Chad Winebrenner presented the proposal and introduced Quenzel as an internal candidate. County Administrator Gary Wine told the Commission he has worked with Quenzel for more than a decade and said he is confident Quenzel "will make this transition as smooth as possible." Winebrenner told commissioners the appointment is not for a new, budgeted position but a reassignment of responsibilities that is covered by savings from two recent retirements and existing budgeted salary lines.
Commissioner John Hardy asked how the change would affect personnel costs. Winebrenner responded that salaries from an earlier director's retirement and another recent retirement provided sufficient budget room for the reassignment. Vice President R. Stephen Catlett said the position is important and expressed confidence in Quenzel.
Vice President Catlett moved to approve the restructure and to name Eli Quenzel Facilities Director at a salary of $118,000; Commissioner James P. Whitacre seconded. The motion carried unanimously.
The Commission did not identify additional implementation steps at the meeting; county staff indicated the change is internal and financed within the existing FY2026–27 budget structure.
