The Baxter City Council approved a consent agenda of routine items, including project pay estimates, change orders and planning approvals, and voted to approve a conditional‑use permit allowing an accessory apartment at 5257 Cedar Lane.
During the consent‑agenda reading staff walked the council through several construction contracts, pay estimates and resolutions. The council then discussed item 25, the conditional‑use permit for an accessory apartment, specifically whether an accessory dwelling unit (ADU) may have a separate entrance. Planning staff explained that zoning definitions distinguish single‑family from multifamily and that building‑code egress rules require one front door for a single‑family dwelling; the planning commission recommended replacing the second front door with a window so the unit would remain an accessory apartment rather than be classified as multifamily.
A council member moved to approve item 25 and the motion carried. The consent agenda also included adoption of several resolutions and an ordinance reading for a rezoning/preliminary plat; staff noted item 16 had been pulled from the agenda earlier in the meeting and item 17 was revised to reflect a $652,852.10 pay estimate on a stormwater improvements project.
Separately, the council received the annual certification of delinquent utility bills for collection with property taxes, held a public hearing with no speakers and approved certification of the list.
