At its Sept. 8 meeting the Franklin City Council unanimously appointed a Ward 1 member to the Planning Commission and authorized a contract to bring an interim city manager on via contractor Capital Results.
Council member Mr. Kitchen nominated a candidate for the Ward 1 planning commission seat; the council voted unanimously to confirm the appointment. The newly appointed commissioner addressed the council and said she looks forward to working with the council to help bring new businesses and jobs to Franklin.
Later in the meeting, after a closed session, the council voted to retain Capital Results to provide interim city manager services through the firm's employee Lincoln Saunders. The motion authorized the city attorney to finalize agreement terms and delegated authority to Mayor Paul Kaplan to sign the finalized contract on behalf of the city. Council members confirmed that the terms discussed in closed session would be captured in a written agreement and that the mayor would sign once the city attorney finalizes the documents.
The contract authorization followed the closed‑session consultation noted under Virginia Code §2.2‑3712 and §2.2‑3711 (A)(1),(A)(8). The city attorney will complete negotiations and return the signed agreement to city records once the mayor executes it.
