MSBA feasibility work underway for Herena; district outlines multi‑million summer projects

City capital, district and design teams briefed the subcommittee on the Herena school MSBA project and a broad slate of district summer projects.
Designers described the educational program used for MSBA submissions: enrollment assumptions producing roughly 565 K–5 students plus 65 low-incidence seats and a projected gross building area near 131,000 square feet when MSBA sizing and grossing factors are applied. The consultant team said it will submit the preliminary design program to MSBA for review in early May and a preferred schematic at the end of August; MSBA participation decisions and a project funding agreement would follow, and a school opening of about 2030 was presented as the program-level target.
Capital staff also reviewed an extensive set of summer projects across the district — window and door replacements, HVAC/ESCO work, roof replacements, gym and playground repairs, painting and ADA approaches — and said combined near-term work could involve tens of millions of dollars ($30M referenced in one presentation tally and a broader $55M figure depending on included projects). Several MSBA projects remain active in other stages of the reimbursement process.
Staff invited committee members and the public to a Herena community forum on March 24 to review preferred options and traffic analyses and to gather community input.
