City staff: Fourth Street parking garage needs waterproofing; $441,894 remains in TIFF bond fund

City Treasurer Jeff reported to the Redevelopment Commission on April 6 that the five‑year‑old Fourth Street parking garage requires preventative maintenance, targeted drainage repairs and waterproofing to extend service life.
Jeff explained that an assessment from Parking Services and CE Solutions recommends waterproofing heavily trafficked levels (levels one, two, three and the roof deck) and repairing localized cracking with epoxy injection. He said the drainage underperformance is caused by insufficient pipe slope that allows sediment to accumulate and leads to pooling after heavy rain.
On funding, Jeff said that $441,894 remains in the 2019 TIFF revenue taxable bond proceeds (fund 4657). He described preliminary cost estimates as engineering at about $35,000, waterproofing at around $200,000 and the rest for minor repairs. "Currently, $441,894 remains, and parking services estimates that this amount should cover the engineering and repairs," Jeff said. He added that parking services will obtain quotes before proceeding and that bond counsel already determined the expenditure is an appropriate use of the bond proceeds. No RDC approval was required for the planned repairs but commissioners requested an after‑action report and copies of final quotes.
Next steps: Parking Services will seek quotes, proceed within the available bond balance if possible, and provide an after‑action report to the RDC when repairs are complete.
