The Bloomington Redevelopment Commission approved Resolution 2624 on April 6 to transfer four parking‑only parcels near the Bloomington Convention Center to the Monroe County Capital Improvement Board (CIB) so the CIB can manage parking and potential expansion related to the convention center.
Jane (business development staff) explained that the parcels were acquired at nominal cost (mostly $1) in transfers dating from the 1990s through 2023 and have long been used to support convention‑center parking. She told the commission that the transfer will help the CIB continue that use and that the deed carries a condition subsequent: if the property "fail[s] to be used for the same or be under active development for the same for a period of more than two years the real estate shall revert back to the city of Bloomington redevelopment commission in fee simple."
Staff also said an existing lease of 20 parking spaces with a hotel operator transfers with the deed; that lease may be terminated with 180 days’ notice. Legal staff flagged title and right‑of‑way issues for certain parcels and said the transfer is primarily a cleanup of prior parcel consolidations and ownership records that were intended for convention use.
During public comment Joe Davis urged the commission to retain downtown parcels for housing, a justice center or other public needs and said a hotel and convention expansion would chiefly benefit outside visitors and private businesses.
Commissioners voted in favor of the conveyance by voice vote.
Next steps: The deed will transfer the identified parcels to the Monroe County Capital Improvement Board and the CIB will manage parking and any related plans under the deed’s use restrictions.
