Signal Mountain increases short-term rental fees, clarifies permit references

The Signal Mountain Town Council voted on April 13 to amend its town fee schedule and short-term vacation rental code references, increasing some fees and clarifying where applicants can find the applicable charges.

At the meeting the mayor said the town increased fees slightly and substantially raised penalty fees ‘‘to make it not worth anybody’s while to take a penalty’’ and to encourage property owners to obtain the permit. A council member added that application and renewal fees are tied to the cost of safety-related inspections and to ensure proper safety measures are in place for overnight guests.

Resident Brady Carlin had urged the council to avoid pricing owner-occupied hosts out of the permitting process, saying his household’s short-term rental activity last year generated roughly $500 in gross income and about $350 net—an amount that helps cover utilities. Council members responded that staff will assist applicants through the process and encouraged anyone with application issues to contact town hall.

The council approved the relevant code amendments and the fee schedule reference on first reading by voice vote. Staff said the changes are connected to inspection and safety costs and that the town will provide help to applicants who need assistance completing the permitting process.

Next steps: finalized language will return for the required second reading and codification; staff directed applicants to contact town hall for assistance and for questions about the updated fee schedule.
