Board approves expanded-learning and services agreements despite trustee objections

The Modesto City Schools board voted Sept. 29 to approve several contracted services and vendor agreements after separate roll-call votes on items pulled from the consent agenda.
President Mestas opened the pulled consent-item votes after Trustee Daily requested separate consideration of D3 (expanded-learning program agreements) and four services agreements (D4, D6, D8, D12). Trustee Daly objected during discussion, saying several vendors "promote events and thoughts that do not align with conservative or faith-based communities' values" and calling that exclusionary. Despite the objection, motions to approve each item carried by recorded tallies. The D3 expanded-learning agreements passed 5–1 with Trustee Daly the lone nay; votes on subsequent items ranged from 4–2 to 5–1, depending on the vendor and trustee positions.
Separately in the meeting the board adopted resolution 2526-12 certifying that TK–12 traditional sites have sufficient textbooks and instructional materials as required under the Williams Act. The board also approved resolution 2526-11 authorizing limited teacher assignments outside a credentialed major or minor where transcript units qualify an assignment for 2025–26.
Board members who voted against selected vendor items said their concerns reflected values and perceived lack of local sourcing. Trustees who supported the agreements emphasized the breadth of providers and the district’s need for expanded-learning services. Student board representatives and other trustees did not propose rescinding the agreements; the motions passed and the contracts will proceed as approved.
The meeting record shows trustees asked staff to provide the rationale and procurement process details for vendor selection when appropriate, and requested transparency about local business participation. Staff did not present additional vendor representatives at the meeting to respond to Trustee Daly’s claim.
