Representative Horner presented House Bill 1178, asking the Senate Rules Committee to codify a year‑round House oversight committee that would be able to order performance audits of any entity that receives state money. "This bill codifies our oversight committee and allows us to audit in the house anything that state money touches," Horner said, framing the measure as restoring authority removed in 2008.
