County staff explained the figure represents an estimated $525,000 in testing costs plus a 25% contingency because project plans and schedules remain preliminary. "Based on the project information available at the time, the cost of CMT service is estimated to be approximately 525,000... a 25% contingency has been included," staff read to the court.
A commissioner asked how Dudley was selected and whether the county had competitive bid documentation. County staff replied the county conducted a solicitation and selected Dudley based on qualifications under Government Code Sec. 2254 (professional services), maintains a master services agreement that has been renewed, and issues individual job orders under that contract. Staff said the master services agreement is due to reach a five‑year mark next April and that staff will resolicit in the coming months.
Several commissioners asked staff to include tabulation backup in future agenda packets to demonstrate competitive solicitation. The court approved the contract; staff said they would bring final pricing and any change orders back to the court for acknowledgement as the project proceeds.
The contract and discussion noted Dudley as a local‑connected firm; staff clarified that selection was qualifications‑based. The motion carried.
