Council awards 2026 cured-in-place sewer rehabilitation contract to DVM Utilities

The Ferndale City Council approved a contract award for the 2026 cured-in-place pipe (CIPP) sewer rehabilitation program to DVM Utilities, Inc., following a competitive bidding process and an engineering recommendation.
Public works staff explained the program follows a 2023 systemwide CCTV inspection and a 2024 condition assessment. Ferndale’s sewer system comprises approximately 82 miles of mains, many installed in the 1920s–1940s; staff said about 35% has been lined since the 1990s. The CIPP approach is a preventative, cost-saving technique that avoids disruptive open-cut repairs in rear-yard easements.
Staff described the lining material as a polymer resin that is installed inside an inflatable form, cured and bonded to the host pipe, and said CIPP liners typically provide a service life in excess of 50 years depending on site conditions and loads. Council members asked about material composition and long-term performance; staff offered to provide technical resources and noted the technology has matured and is now used in many municipalities.
