Multnomah County approves $2.1 million addition for Morrison Bridge repairs

The Multnomah County Board of Commissioners on a unanimous vote approved a $2,100,000 increase to Hamilton Construction Company’s contract for the Morrison Bridge strengthening project.
County engineering services manager Emily Militic told the board the design phase produced roughly $4 million in savings relative to the original repair scope, creating an opportunity to add structural work the initial contract did not include. ‘‘I am here today to request approval of a resolution to increase the construction contract ... for an additional $2,100,000,’’ Militic said during her presentation.
The additional work identified by the project team includes replacing failed driving surfaces on the main river spans, installing structural bracing to further strengthen the bridge, and replacing additional bridge joints. Militic said about 90% of the $2.1 million would be paid through the existing federal grant and roughly 10% (about $215,000) by state highway funds allocated to the county’s bridge fund.
Commissioner Megan Moyer asked whether the added scopes would change the completion timeline; Militic replied that the weather-sensitive work would extend completion from the original February estimate to the end of the fiscal year in June, with most of the added work scheduled for May if approved.
A member of the public, Lightning, asked staff about references to the Broadway Bridge and questioned longer-term seismic upgrades and grant availability. The board then took a roll-call vote (Commissioner Moyer, Commissioner Singleton, Commissioner Brim Edwards, Vice Chair Jones Dixon and Chair Vega Peterson) and adopted the resolution.
Why it matters: the Morrison Bridge spans the Willamette River and carries emergency access and freight. Staff said the additional structural measures are intended to remove current emergency vehicle weight restrictions and improve the bridge’s longevity.
What’s next: the project team will incorporate the additional scope and proceed under the revised contract. The board’s action authorized staff to exceed the original procurement authority to add the work.
