Lumis Associates engineers on Thursday presented a prioritization and scoping report for North Dayton watershed drainage improvements and advanced one near‑term project to 60% design.
Dan Stucky, director of engineering at Lumis, and senior engineer Ian Mafy summarized a two‑phase approach that screened roughly 40 projects from a 2019 area drainage master plan down to a handful that met budget, environmental and independent‑operation criteria. The team used factors including estimated cost, parcels benefited, road flooding hazards, environmental triggers and potential grant matches to prioritize work that could be permitted and built without creating downstream harms.
The project advanced to 60% design — the Grash and Rose Peak channel improvements — includes approximately 870 linear feet of channel work, dual 42‑inch reinforced concrete pipe culverts, headwalls and minimal property acquisition. Consultants completed environmental and cultural reviews that found the channel is ephemeral and not subject to Waters of the U.S. jurisdiction; no endangered‑species impacts were identified in scoping.
Lumis reported the benefit‑cost analysis (BCA) performed as part of grant readiness did not reach the typical federal BRIC threshold of 1.0, a common hurdle for regional projects. The presenters and CWSD staff said the project remains useful locally, and that pairing the work with road‑rehab or utilities projects could lower per‑project costs and improve BCA outcomes. They also noted a state BRIC set‑aside for smaller projects and federal technical‑assistance options for economically vulnerable areas.
County emergency management and commissioners emphasized the importance of coordinating with Nevada Department of Transportation on highway drainage, and of pursuing grant matches and inter‑county cost sharing with Story County for larger regional solutions.
Next steps: County staff and Lumis will refine the scoping/design deliverables and continue to pursue potential grant strategies and partner matches; Story County is moving prospectively on related prospector basin designs that may be combined with Lyon County projects for larger grant competitiveness.
