County to continue "community dump days," absorb modest fuel-driven cost increase

Bannock County commissioners voted to continue supporting South County community dump days — the program formerly called "free days" — after landfill staff warned fuel price increases raised hauling costs.
Dylan Evans, Landfill Manager, told the board the county again plans to use contractor PSI to haul materials for the South County events but that PSI has increased its charge by $50 each way because of higher fuel costs. If the county continues the prior cost-sharing arrangement with participating cities, Evans said, the landfill’s share would rise by about $800 this year.
Evans and Aubrey Lewis, Management Assistant for the landfill, outlined how participating cities typically organize local collection and PSI hauls the loads to the landfill. Commissioners debated whether to keep using the term "free days," with one commissioner saying, "I just wish we wouldn't use the word free, 'cause there's nothing free about this." The board agreed to call the events "community dump days" and to treat Chubbuck similarly to Inkom — that is, split costs when the city contracts hauling, while continuing to waive landfill fees in some cases when cities haul their own vehicles.
Commissioners directed staff to memorialize the county’s approach in a resolution, to review the program annually so the board can revisit cost-sharing if fuel prices or other factors change, and approved the proposal by voice vote.
