Engineers report repaving timing, developers agreement review and Panda Express subdivision issues

Township engineering staff briefed the board on several project updates and technical guidance.

Engineers reported that repaving of Market Street from Market Street to Pleasant Valley (Mount Zion) is planned for spring but that exact start dates are not available. They said the schedule is affected by an outstanding right-of-way parcel that will be transferred to PennDOT, which staff discussed later in the meeting.

On a development matter, staff said the township received a bond reduction request tied to a casino project; money has been held for stormwater improvements. Because the developers agreement (prepared by McNees Wallace) contained additional commitments, township staff sent a certified letter requesting clarification before releasing funds.

Staff also described a meeting with representatives of a proposed Panda Express (at the former Fat Daddy’s site) to address subdivision comments. The developer has secured zoning relief but still needs to resolve roughly a dozen outstanding comments on the subdivision plan, and staff said the meeting helped move the process forward.

An engineer with a Professional Traffic Operations Engineer (PTOE) credential described a seminar on multi-way stop signs and Federal Highway Administration guidance: the FHWA evaluates accident costs and generally reserves traffic-calming measures like four-way stops for locations with a documented accident history. The engineer said roundabouts are typically far more expensive and that four-way stops are not appropriate unless crash patterns meet specific thresholds.

Staff will follow up with PennDOT on right-of-way timing and with McNees Wallace for clarification on the developers agreement before any bond release.
