East Grand Forks Council approves $12.54 million sales-tax bonds for civic center and VFW arena work

The East Grand Forks City Council voted Jan. 20 to adopt Resolution 26-01-15, authorizing the issuance and sale of approximately $12,540,000 in general obligation sales-tax revenue bonds, Series 2026A, to fund remodeling of the civic center and reconstruction of the VFW Memorial Arena.
City Administrator Reeve Hutton introduced Chris Hogan of Baker Tilly Financial Advisors, the city’s municipal advisor, who briefed the council on the sale. Hogan said the bonds “will be repaid with sales tax revenues” and that the issue will be structured over a 20-year repayment term. She told the council the city will undergo a rating conference with Moody’s on Jan. 27 and accept competitive bids on Feb. 17; Hogan said she would return to council the evening the bids are opened to recommend awarding the bonds and that proceeds are expected to be received in mid-March.
Hogan described the sale process as standard for municipal financing and said a higher rating typically reduces borrowing costs. No substantive questions were raised after the presentation. Council President Brian Larson called for a roll call vote; the resolution passed by unanimous recorded vote.
The council did not provide additional details on project schedules, contractor selection or the precise breakdown of work between the civic center and VFW Memorial Arena in the meeting discussion. The municipal advisor’s overview identified the two facilities as the primary uses of the bond proceeds; further project-level details and the outcome of the Moody’s rating and competitive sale are expected to be reported back to council at subsequent meetings.
