Clatsop County planning staff report comprehensive plan complete; TSP update likely funded by ODOT

Gail Hendrickson, Clatsop County Community Development Director, told the Planning Commission that adoption of goals 16, 17 and 18 this year “officially completed the comp plan update process.” She noted the multi‑year effort took about six years to finish.
Hendrickson said the county has applied twice for Transportation and Growth Management grants to update the Transportation System Plan (TSP) without success. She said it now appears likely the Oregon Department of Transportation (ODOT) will provide funding and hire a consultant on the county’s behalf, and that staff expect to review consultant proposals later this spring with a hoped‑for July 1 start date.
The director also signaled that staff will bring Goal 5 revisions (cultural resources) and other rule‑making items to the commission in June, and that the department recently received the 2026 legislative summary from the Department of Land Conservation and Development (DLCD) to guide fall code amendments.
Why it matters: an updated TSP guides road, safety and freight planning across the county and can include long‑standing corridor concepts such as a truck bypass around Astoria (raised by a commissioner during the meeting). Hendrickson said the commission’s suggestion regarding a truck route will be passed along to whichever consultant is selected.
Next steps: staff will return with consultant recommendations, schedule updates to the Planning Commission, and later ask the commission to make a recommendation to the Board of Commissioners on whether to adopt the revised TSP once work is complete.
