Township hall expansion approved for Parker Township after board finds practical difficulty

The Morrison County Board of Adjustment on April 14 unanimously approved a variance allowing Parker Township to add a 16-by-60-foot addition on its town hall property to address storage and meeting-space needs.
Ron Whimmer, representing Parker Township, told the board the expansion is needed to house larger maintenance equipment (a road grader and a larger plow truck) and to keep meeting space on the south side of the building. Darren, land services staff, showed aerials and explained the existing building sits close to the road right-of-way and a side property line; he said that if the township consolidates the two parcels it owns the side-yard issue would be resolved.
Board members discussed right-of-way geometry and past road changes near the site, as well as practical needs such as equipment access, mold and handicap-accessibility concerns in the existing meeting room, and parking. Ron committed that the township would combine the two parcels to address the side-yard issue. The board found the statutory criteria met (including practical difficulty due to site constraints and township needs) and approved the variance unanimously; members asked the township to work with Land Services on permitting and any conditional-use steps required in the AG zoning district.
The approval allows the township to proceed with design and permitting; staff noted the township will still need a conditional-use permit and other approvals as required by zoning and permitting processes.
