Council fast‑tracks community-driven process to consider renaming small Crown Heights park after allegations around Cesar Chavez

Oceanside’s City Council on April 8 designated the small Crown Heights pocket park formerly named for Cesar Chavez for expedited consideration for renaming, citing recently reported allegations. Council voted to waive certain timing requirements in the city’s naming policy and to pursue an alternate, neighborhood‑focused public process that would solicit nominations and community input before the Parks & Recreation Commission consideration. The motion carried 4‑1 on the primary action to expedite (Council Member Robinson opposed the expedited path).

Council members stressed the importance of centering outreach in the surrounding Crown Heights/Center Street neighborhood, including translation and at least two local meetings to ensure Spanish‑dominant residents can participate. Deputy Mayor Joyce asked that Neighborhood Services lead outreach in coordination with Parks & Recreation so neighbors’ voices are primary.

Council also directed staff to return with proposed revisions to the city’s naming policy (Council Policy 100‑55) to clarify when individual park elements may be named and to address community concerns about the frequency and process of naming public facilities. The council approved that direction unanimously.

Next steps: staff will conduct neighborhood outreach in Spanish and English, collect nominations by the June 1 deadline for sites designated for renaming under the policy, and bring recommendations from Parks & Recreation (or an expedited neighborhood process for the pocket park) back to council.
