Waterford council adopts three zoning ordinances advancing infill development and a housing overlay

The Waterford City Council voted unanimously at its March meeting to adopt three ordinances related to housing and infill development.
City Manager (City Manager) introduced the items and noted each had been presented previously on March 5 for first reading. The ordinances adopted were: Ordinance 2026-01 amending Title 17 of the Waterford Municipal Code to add a Regional Housing Needs Assessment overlay chapter (CTA2026-0001); Ordinance 2026-02 to rezone 5.16 acres (Assessor’s Parcel Number 080-023-031) to Planned Community (PC2025-001) for the Waterstone D project; and Ordinance 2026-03 to rezone 3.6 acres (APN 080-031-031) to Planned Community (PC2025-0002) for Waterstone E.
Each ordinance was opened for public comment; no speakers appeared. Council debated no substantive amendments at second reading and the council adopted each ordinance on a recorded voice vote (each "Passes 4 0").
Why this matters: the rezones and the municipal overlay are part of the city’s ongoing infill development and housing planning for areas referenced as the Waterstone projects, enabling the next stages of private development and local land‑use changes.
The council closed the hearing after adoption and moved on to other agenda items.
