Sutter County board adopts $8.35 million road work plan and authorizes SB 1 funds

The Sutter County Board of Supervisors voted unanimously to adopt the county's Fiscal Year 2026–27 road work plan, a package of projects totaling $8,346,613, and to authorize an estimated $4,929,249 in RMRA (SB 1) funds to support that work.
Development Services staff member Neil Hay presented the plan, describing a mix of bridge replacements, federal-aid bridge work requiring local match, localized pavement work and a new road yard. Hay told the board the package includes roughly five miles of cape seals, just under five miles of overlays, and design and environmental work for several federal-aid bridge replacements. He said the federal government would provide approximately 88.53% of funding on some bridge projects and the county must provide a local match.
The plan also lists larger projects in design or permitting: a maintenance-and-modernization project with an estimated $5 million construction cost (still to obtain environmental approvals), full-depth reclamation of Halsey Road from State Route 99 to Natomas Road, and work on the Keys Road railroad crossing pending Public Utilities Commission and Union Pacific approvals. The road yard site near East Nicolaus High School is roughly 3.3 acres; the board was told site work will be bid soon with construction anticipated to continue into 2027.
When supervisors asked about schedules, Hay said the Sanders Road bridge is expected to be complete by June 30, 2027, with in-ground work ideally finished by November before winter rains. He said site work for the Trowbridge road yard should be done by October, with building and tenant improvements continuing into June 2027.
Board members moved and seconded the resolution authorizing expenditures and roll-call votes recorded unanimous approval.
The board's action includes submission of a resolution to the state certifying the county's intended RMRA expenditures; staff said that step is necessary to secure SB 1 funding for construction phases. The board did not discuss specific construction contract awards at the meeting; staff said individual projects will be returned for bid awards and further board action as needed.
