The Red Bluff Parks and Recreation Commission voted to recommend that Red Bluff City Council approve a three‑year memorandum of understanding (MOU) allowing Red Bluff Little League to use and maintain a city baseball diamond for the season running March 15 through July 25.
The recommendation, approved after discussion of utility costs and operations, means the league would perform routine maintenance (mowing, field prep), supply its own locks and provide the city with a master key; the draft MOU proposes a $500 seasonal payment to the city. Lance Baker, president of Red Bluff Little League, told commissioners, “We would utilize it for all of Little League, but mainly for our juniors and seniors programs,” and said the league expects to improve the field and leave it in better condition.
Public Works Director Scott Noor said staff pulled PG&E bills for the February–July period and summarized monthly costs that, after subtracting a baseline amount, “basically comes out to about $1,306.70 as far as just PG and E costs,” noting the city may want to consider adjusting the reimbursement above the $500 fee or treat the first year as a test to measure actual increased use. Noor also recommended minor clarifications to the draft MOU, including defining non‑fixed equipment, prohibiting subleasing, and advising a sign showing reserved hours to reduce conflicts.
Commissioners asked practical questions about access and operations: whether the league would install or remove a pitcher's mound to preserve softball availability, how restroom access would be handled (staff noted one restroom might be reserved during peak league hours), and where equipment would be stored. Baker said the league would supply insurance, provide tools and bases, and that about 545 children were signed up this season for Red Bluff Little League.
Commissioner (S7) moved to recommend council approval of the MOU; Commissioner (S5) seconded. Chair called for a vote and recorded the motion carried with recorded ayes and no nays. The commission directed staff to forward the revised MOU and the commission’s recommendation to city council for final approval; staff and commissioners noted remaining minor edits and utility/reimbursement details should be resolved before or during the council review.
The commission’s recommendation will be considered by Red Bluff City Council; the MOU and any rate or terms adjustments will be subject to council approval and the city’s legal review.
