School board approves legislative policy package but tables contested professional-development change

The vote to adopt the broader package passed unanimously after board members accepted an amendment to remove Policy 5-4.4 from the immediate approval and consider it separately. Board members said they wanted clearer, consistent references to the Virginia Code in the policy documents and a clearer drafting of professional-development parameters before taking final action on 5-4.4.
Board discussion centered on how the proposed revisions would define allowable "professional development" and whether the language could be interpreted to exclude trainings some members consider instructional—such as staff training on student needs, mental health, or culturally responsive practices. Several trustees asked administration and legal counsel to clarify which trainings are mandatory under state or federal requirements and which would be discretionary.
After extensive debate, a motion to keep Policy 5-4.4 unchanged was made and then replaced by a motion to table the item pending additional information. The motion to table carried on a roll call (four in favor, two opposed, one abstention). The board directed the administration to supply the board with a list of currently required professional trainings and to return with clearer comparisons between the current policy text and the proposed revisions.
Chair Hudson said the board relied on counsel and staff to ensure legal compliance with state law. In procedural business earlier in the meeting, the board certified that only lawfully exempted matters had been discussed in closed session and carried several routine motions by unanimous votes.
The board also asked administration to tidy inconsistent code citations across the policy packet and to bring revised language back at a future meeting. The item on Policy 5-4.4 will return after the administration compiles the mandatory training list and the board evaluates proposed edits.
The board will not take final action on 5-4.4 while staff prepares the requested clarifications.
