Tran urged the council to evaluate financial impacts on the city's budget and not govern by fear of state remedies, saying a comprehensive approach can correct zoning decisions without losing local control.
The council did not take action in response to the comment; the speaker asked the council to consider reevaluating Program F and Program E during the general plan process.
