Subcommittee withdraws Downtown Phoenix Entertainment District plan to allow more stakeholder work

City staff told the Economic Development & Arts Subcommittee on April 8 that the Downtown Phoenix Entertainment District Implementation Plan would be withdrawn from today's agenda so staff could complete additional stakeholder engagement with sister departments and the full City Council.
"This item was continued from the April meeting... this morning we are asking that the item be withdrawn at this time to be brought back at a future date in order to give staff time to do additional stakeholder engagement," Ginger, the assistant city manager, said.
Councilwoman Pastor said the plan has been delayed several times and called it a high priority for the committee. She asked that the item return in May if possible; Ginger said staff preferred withdrawal with a planned return in May but noted more time may be necessary to complete outreach.
A motion to withdraw the item was made, seconded and called to a vote; the motion passed unanimously.
The subcommittee then moved to hear Item 5 (Opportunity Zone guidance) out of order. No formal action on the entertainment district plan occurred beyond the withdrawal; staff said they will bring the item back after additional interdepartmental coordination and stakeholder engagement.
