Indiana VA outlines updated accreditation standards for county service officers to county commissioners

Mark Borley, a district service officer with the Indiana Department of Veterans Affairs, briefed the Whitley County Board of Commissioners on accreditation standards for county veteran service officers adopted after the 2025 Indiana General Assembly session. Borley said the standards are intended to enhance consistency and quality of service across counties and implement requirements for office hours, private interview space, technology access and training.
Borley described technology requirements intended to provide consistent access to the IDVA claims-management system (referred to in the presentation as "Vetrospect") and recommended that accredited county service officers have access to federal systems via a personal identity verification (PIV) card to speed claims processing. He also outlined mandatory district-level training sessions and an annual multi-day conference, intake and reporting procedures, and measures the IDVA may take to remedy or revoke accreditation if a county service officer falls out of compliance.
The presenter told the board that Whitley County’s service officer was in compliance with the new standards. Commissioners praised local service staff and encouraged veterans in the audience and online to contact the county service officer for benefits assistance.
