Commissioners decline Halo cloud-based body-camera subscription for solid waste site after cost concerns

Solid Waste Director (speaker 19) presented a 36-month Halo subscription for five cameras, accessories and cloud storage at $325 per month. Director (speaker 19) explained the cloud system would improve reliability and reduce staff time spent downloading footage. The director said the vendor's minimum for the program was five cameras and that devices and replacements are included in the subscription.
Public commenters and commissioners questioned whether buying cameras and local storage would be a cheaper long-term option. Resident Spencer Hutchings asked, "So it's how much per month?" and the director confirmed the $325-per-month subscription. Commissioners said they wanted alternatives and comparisons showing purchase versus subscription costs and whether a vendor without a five-camera minimum might serve their needs. After deliberation, a motion to approve the Halo agreement failed on roll call (majority voted "No").
The board invited staff to explore alternative vendors, examine a purchase option, and return with cost comparisons and recommendations.
